• Assistant to the City Manager (1965-1966) - Elgin, Illinois. Responsible for administration of municipal purchasing, civil defense and social welfare planning
• Executive Director (1966-1967) - Kaiie County (Illinois) Elgin Council for Economic Opportunity. Initiated and administered the area's first anti-poverty program
• Director of Housing Planning (1969-1972) - Southeast Michigan Council of Government (SEMCOG). Coordinated development of a regional housing plan and provided technical assistance to local governments
• Founder, Executive Director and held other positions with (1972-1986) - Citizens for Better Care, a Michigan consumer rights agency advocating for the rights of nursing home patients; involved with fundraising, grant-writing, administration, legislative lobbying, public interest litigation and relations with the mass media
• Member of Board of Directors of Blue Cross/Blue Shield of Michigan (1976-Present). Appointed by State of Michigan Insurance Commissioner to be a public representative
• Taught (1970-1981) evening courses in gerontology, social work and housing at: University of Michigan School of Social Work Wayne State University School of Social Work Wayne State University Department of Family and Consumer Resources
